12.4.17 Various Olympic problems

Condition: Piglet and Winnie the Pooh decided to eat a 7x7 square chocolate bar. They eat pieces out of it one by one, cell by cell: Piglet \( 1 \times 1 \), Winnie the Pooh \( -2 \times 1 \) or \( 1 \times 2 \), (the pieces can be eaten out not necessarily from the edge). Piglet makes the first move. If before Winnie the Pooh's turn there is not a single piece left in the chocolate bar \( 2 \times 1 \) or \( 1 \times 2 \), then all the remaining chocolate goes to Piglet. Which friend will be able to eat more than half of the entire chocolate bar, regardless of the actions of the other?
